ADDRESSING THE CHALLENGES OF DISTANCE EDUCATION: INSIGHTS FROM PUBLIC ADMINISTRATION

The paper analyses current approaches to the organization and management of distance education in education institutions under conditions of digital transformation and crisis challenges.It is revealed that distance learning is most often examined from pedagogical and technological perspectives, while issues of governance, institutional management, and systemic organization remain insufficiently explored.The study reveals the necessity of developing a comprehensive management model for distance education that integrates pedagogical, organizational, and methodological components.Based on the analysis of psychological, pedagogical, and managerial literature, the interdisciplinary nature of educational model formation is determined.The specific features of distance learning organization, including the transformation of the teacher's role, the dominance of the virtual educational environment, and the importance of selecting appropriate educational platforms, are identified.It is Актуальні питання у сучасній науці № 1(43) 2026 243 established that the effectiveness of distance education largely depends on the consideration of institutional conditions, accessibility of electronic resources, and the scope of educational programs.A systemic model for organizing distance learning is developed and characterized as a structured set of interrelated target, methodological, organizational-process, diagnostic, and result-oriented blocks.The methodological foundations of the model are revealed through systemic, activity-based, learner-centered, sociocultural, and competency-based approaches.The organizational forms, methods, and digital tools of distance learning implementation are analysed, with particular attention paid to synchronous instruction and interactive formats.The study reveals that the proposed model ensures the personal development of learners, supports the formation of key competencies, and enables effective mastery of educational programs.The results confirm that distance learning, when systematically managed, can be successfully integrated into the educational process and serve as an effective instrument of public education policy, especially in crisis and wartime conditions.
