Abstract

The article addresses the issue of state regulation of road infrastructure design in Ukraine in the context of European integration and post-war recovery. It substantiates the strategic importance of effective state policy in the planning, design, and standardization of road infrastructure facilities. The purpose of the study is to outline conceptual approaches to improving state regulation of road infrastructure design in Ukraine in order to ensure safety and accessibility for all population groups.Particular attention is paid to the need to harmonize Ukrainian regulatory acts with the directives and standards of the European Union. These requirements include environmental protection, road safety, transparency, and inclusiveness.Special emphasis is placed on the concepts of accessibility and universal design.Ukrainian empirical studies revealing significant physical barriers within the existing road infrastructure are analyzed. The current national regulatory and legal framework governing road infrastructure is critically assessed. It is shown that accessibility standards are more developed for buildings than for roads and streets.Attention is drawn to institutional and legal gaps in road management within urban areas. The expediency of transferring certain road sections into municipal ownership is substantiated.Based on international experience, practical recommendations for Ukraine are formulated, in particular justifying the transition from fragmented accessibility measures to universal design as a core regulatory principle. The study concludes that road infrastructure should be designed as part of a continuous and accessible mobility chain.Representatives of low-mobility groups should be involved in public discussions regarding road infrastructure development projects.Further research should focus on assessing the impact of implementing inclusive standards on construction costs and timelines, in order to determine whether increased infrastructure complexity and associated expenses are justified in terms of social and economic efficiency.Актуальні питання у сучасній науці № 1(43) 2026
