MANAGERIAL STRATEGIES IN THE FORMATION AND FUNCTIONING OF COALITIONS
Abstract
The formation and functioning of coalitions within the system of public administration acquire particular significance under conditions of political fragmentation, increasing complexity of societal processes, and the need to reconcile the interests of various influence groups.Coalitions serve as an important instrument for ensuring the stability of governmental decisions; however, their activities are often accompanied by conflicts, resource asymmetries, and strategic behavior of actors. The purpose of the article is to conceptualize managerial strategies in the processes of coalition formation and functioning in public administration, identifying their substantive characteristics, functions, and impact on the stability and effectiveness of politico-administrative decisions.Main part. The article provides a theoretical and methodological analysis of coalition formations as a specific coordination mechanism within the system of public administration. It reveals the logic of their formation, the role of resource interdependence among participants, and the significance of formal and informal institutions in sustaining coalition interaction.Particular attention is devoted to the key parameters of actors' strategic behavior-interests, resource potential, level of trust, capacity for compromise, and adaptability-and to how they affect the quality and legitimacy of managerial decisions.Methodology and results. The methodological foundation of the study is based on approaches derived from coalition theory, neo-institutionalism, and strategic management, which enable an explanation of actors' behavior in complex politico-administrative systems. The research results suggest that effective managerial strategies in coalitions rely on a combination of institutionally embedded rules of interaction and flexible negotiation mechanisms that ensure a balance 12( 17) 2025 1202 between competition and cooperation.Conclusions.The article substantiates that the strategic behavior of coalition participants is a determining factor in their viability and effectiveness.Managerial strategies grounded in transparency, mutual accountability, and interest alignment contribute to enhancing the quality of public administration and the stability of political processes. The theoretical generalizations obtained may be applied to improve the management practices of coalition formats under contemporary conditions.
