Abstract

The article examines the administrative and legal regulation of women's rights in Ukraine in the context of preventing violence, with an emphasis on the influence of international standards, in particular the Istanbul Convention. The issues of ensuring women's rights and combating violence are among the most pressing in the modern legal order, as violations of women's rights, including various forms of violence, pose a serious challenge to the development of society. The problem is particularly important in the context of globalization, when national legal systems are being integrated into international standards. The aim of the study is to analyze the administrative and legal mechanisms for protecting women's rights in Ukraine, to compare national legislation with international norms, in particular the Istanbul Convention, and to study the effectiveness of existing legal norms. The study examines international experience in the field of preventing violence against women and its impact on the national legal system of Ukraine. In particular, it analyzes legislative initiatives already adopted in Ukraine, such as the Law on Preventing and Combating Domestic Violence, and assesses the problems of law enforcement and implementation of these norms. One of the main problems is the lack of coordination between state bodies and civil society organizations, which significantly complicates the effective implementation of laws.It is also noted that insufficient training of law enforcement officers and judges, as well as socio-cultural barriers, create obstacles to the full protection of women's rights.Through analysis of national and international legal acts, as well as research into the practical aspects of law enforcement, key problems in law enforcement have been identified, 12(17) 2025 675 including women's limited access to legal instruments in cases of violence and discrimination.Emphasis is placed on the importance of further improving the legal mechanism in Ukraine, in particular through law enforcement reform and improving the level of training of specialists in the field of women's rights protection. The implementation of these measures will not only contribute to more effective enforcement of laws, but also ensure more equal access to justice for women who have experienced violence or discrimination.
