Abstract

The article presents a comprehensive study of the administrative and legal support of supervisory and control activities in the sphere of land relations as a key factor in the implementation of state land policy, the enforcement of legality, and the efficient use and protection of Ukraine's land resources. It is noted that the current state of land relations is characterized by dynamic processes of transformation associated with the introduction of market mechanisms, the reform of management systems, and the growing role of local self-government bodies in regulating land issues.Particular attention is paid to the analysis of the current administrative legislation that defines the legal foundations for the activities of executive authorities, state inspectorates, territorial communities, and other entities endowed with powers in the field of land control. The article reveals the concept, content, and basic principles of supervisory and control activities in the land sphere, including legality, transparency, objectivity, systemic approach, and the priority of public interest. The mechanisms for implementing state, self-governing, and public control, their functional features, and interactions are examined in detail.Administrative and legal instruments of state influence on land relations actors are analyzed, among which a key role is played by administrative supervision, inspections, binding orders, administrative sanctions, and preventive measures. It is emphasized that the effectiveness of these mechanisms largely depends on the clarity of legal regulation, procedural transparency, professional competence of officials, and adequate informational support of the control process.Special attention is devoted to identifying the main problems of the administrative and legal support system for supervisory and control activities. These include the fragmented legislative framework, duplication of powers among various state institutions, lack of clear coordination between central and local executive 12(17) 2025 687 bodies, and insufficient development of electronic monitoring and transparency in the control of land use and protection. The necessity of harmonizing administrative legislation with land, environmental, and economic codes, as well as adapting national legal norms to the standards of the European Union within the context of integration processes, is substantiated.Based on an analysis of contemporary scientific approaches and law enforcement practices, the authors justify the expediency of introducing a unified concept of state land supervision built upon the principles of efficiency, openness, and digital interaction.Specific directions for improving administrative and legal support are proposed, including the updating of normative legal acts, clarification of the competence of state control bodies, creation of a unified information database on the state of land resources, strengthening the role of local self-government, and promoting public monitoring with the participation of civil society institutions. It is emphasized that increasing the effectiveness of supervisory and control activities in the field of land relations is a crucial prerequisite for forming a balanced land policy, preventing legal violations, and ensuring the sustainable development of rural territories. In conclusion, it is argued that improving the administrative and legal framework of such activities will contribute to the consolidation of legal order, enhancement of environmental safety, preservation of land as a national asset, and the effective management of Ukraine's land resources in the context of contemporary socio-economic transformations.
