Development of the Code of Ethics of the Parliament of Georgia: Historical and Political Context
Abstract
This article explores the issues of development and effectiveness of the Code of Ethics of the Parliament of Georgia between 2004 and 2024.The aim of the research is to identify the institutional, social, and cultural factors that hindered its practical implementation. The findings indicate that the lack of political will, deep political polarization, lack of trust among political actors, and the devaluation of moral and ethical values rendered the Code merely formal and nonfunctional.Consequently, it has not become an effective mechanism and does not have a substantial influence on parliamentary activities.
