Abstract
The Strategy for Improving the Quality of Food Products until 2030 (approved by Order of the Government of the Russian Federation No. 1364-r of June 29, 2016; hereinafter referred to as the 2030 Strategy) is characterized by a comprehensive scope of industry tasks: from improving the regulatory framework to developing innovative products, from expanding quality indicators to organizing production facilities and monitoring. This strategic planning document formulates a key objective: ensuring the population has access to food products of guaranteed quality. Its implementation facilitates a new approach to the quality assurance system (QAS). If previously the QAS functioned as a closed structure for solving local problems, today it has been transformed into an open system. Its internal structure is designed to maintain the stability of food product quality in a dynamic external environment, including the introduction of new raw materials and technologies, modernization of regulatory legal acts, expansion of the food assortment, and the need for systemic counteraction to the circulation of falsified goods. This suggests that the modern QAS is a system possessing the property of homeostasis and aimed at ensuring the invariance of food product quality. The transition from a closed to an open QAS is largely driven by a significant reduction in the lead time for implementing innovative technologies and formulations, which necessitates a prompt response to external changes. The homeostasis of the system, which encompasses all sectors of the food industry, naturally promotes the convergence of measurement methods and regulatory documents, ensuring unified requirements for product quality and the measures to achieve it. Such integration stimulates the accelerated development of the food industry through the active exchange of information between specialists from various sectors, the expansion of the scope of unified methodologies and measurement techniques, and the standardization of technical documentation. The generalized QAS model includes three subsystems based on the definition, monitoring, and legislative support of quality. External changes can affect either individual subsystems or their entirety. The paper examines the influence of external factors on the QAS and the process of its adaptation to these impacts.
