Feasibility study for strategic location of defense industry holdings in Indonesia economic corridor: Delphi-AHP-TOPSIS integration
Abstract
Strategic placement of the defense industry within Indonesia's economic corridors is crucial for national security and economic resilience and requires a comprehensive evaluation framework that considers multiple, often conflicting elements. This study aims to provide a feasibility analysis of strategic location determination for defense industry holdings within Indonesia economic corridor. This research is also supported by location theory and feasibility theory within the Multicriteria Decision Making (MCDM) framework, using a qualitative-descriptive statistical method. The integrated approach of Delphi, Analytical Hierarchy Process (AHP), and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) is used to support the feasibility analysis of location determination, based on twelve expert panels. The research identified 12 key feasibility criteria that can serve as a comprehensive framework for industrial location determination. Raw materials (0.124) were the most important criterion and ranked first, followed by government attitudes (0.123) in second, and energy (0.099) in third. The feasibility study found that Corridor 2 (the Java Economic Corridor) had the highest preference score (0.707) and was ranked first in the 'Feasible' (green) category. This indicates that Java has the most favorable combination of industrial location variables, such as infrastructure readiness, transportation networks, energy availability, market access, and government support.
