Community Participation Model for Waste Management: Case of Bangka Regency
Abstract
The issue of waste management in Bangka Regency, particularly in Sungailiat City, has become increasingly critical in line with annual population growth. One of the main contributing factors is the low level of community participation, even though the success of waste management programs largely depends on active public involvement throughout planning and implementation. This study is guided by two research questions: (1) What factors inhibit community participation in the implementation of waste management policies in Bangka Regency? (2) How can a participatory model be formulated to strengthen waste governance in the region? The objectives of this research are (1) to identify and analyze the multidimensional constraints that hinder community participation, and (2) to develop a comprehensive participatory governance model suited to the local context to enhance waste management performance. The study employs a descriptive qualitative method, focusing on the identification, description, and analysis of participation dynamics. The analytical framework refers to the four dimensions of participation proposed by Cohen and Uphoff: decision-making, implementation, benefit utilization, and evaluation. The novelty of this study lies in the development of the Integrated Participatory Waste Governance Model (IPWGM), which conceptualizes community participation as a dynamic, iterative process supported by three foundational pillars: Empowerment, Institutionalization, and Incentivization. This model offers an integrated perspective that has not been previously applied in the waste governance context of Bangka Regency. The findings are expected to serve as a reference for strengthening sustainable waste management policies.
