Abstract

This report is deliverable D3.5 of the OPUS project on the final version of the OPUS Researcher Assessment Framework (RAF). The report presents a framework to assess early-career and senior researchers in job applications and career progression at research-performing organisations (RPOs) and in project applications and project implementation at research-funding organisations (RFOs). The report takes a simpler approach to and improves upon the indicators of the initial version of the RAF based on lessons learned from pilots and feedback from the public consultation of the RAF. The RAF is accompanied by a set of interventions to support RPOs and RFOs in implementing that RAF. A specific version of the RAF which focuses exclusively on recognising and rewarding Open Science is presented in deliverable D5.3 on a revised Open Science Career Assessment Matrix (OSCAM2). The RAF builds on key policy developments in research assessment and Open Science: San Francisco Declaration on Research Assessment (DORA) Leiden Manifesto for Research Metrics Hong Kong Principles Recommendations by the Open Science Policy Platform (OSPP) Recommendations on Science and Scientific Researchers and Open Science Agreement on Reforming Research Assessment Research Evaluation in a Context of Open Science and Gender Equality Conclusions on Research Assessment and Implementation of Open Science European Framework for Research Careers and European Charter for Researchers). The RAF also builds on key frameworks in research assessment and Open Science: Researcher Development Framework (RDF) Evaluation of Research Careers Fully Acknowledging Open Science Practices Next-generation Metrics Recommendations of the OSPP on Next-Generation Metrics Mutual Learning Exercise on Open Science on Altmetrics and Rewards Open Science Monitor Indicator Frameworks for Fostering Open Knowledge Practices in Science and Scholarship A Pathway towards Multidimensional Academic Careers. The report begins with the main aim and guiding principles behind the development of the RAF in Section 2 and gives an overview of the structure of the RAF in Section 3. The report then presents the four domains of activities for researchers and the respective indicators for each domain of the RAF in Section 4. The report closes with conclusions in Section 5 and the full list of indicators in Appendix 1.
