Abstract

WINPACT is a Python-based life-cycle modeling tool for impact assessment of wind energy technologies. It simulates the operational life of wind energy assets and their interaction with metocean, technical, and economic environments. The tool quantifies the economic and technical effects of system changes, including wind farm control strategies, turbine design characteristics, external operating conditions, and economic parameters. WINPACT captures combined system interactions such as control-driven load changes, reliability impacts, O&M cost evolution, market interaction, and revenue potential. It provides aggregated outputs in terms of economic metrics (e.g., LCOE, NPV), environmental metrics (embodied carbon), and technical metrics (e.g., component, turbine, and farm health). This release extends WINPACT to floating offshore wind, developed within the Horizon Europe project TAILWIND (Deliverable D5.2). It adds three technology-specific estimator modules — for mooring lines, anchors, and dynamic power cables — that convert a design description into a per-material mass inventory using deterministic, standards-traceable relations. A single shared material inventory ensures that capital cost and life-cycle emissions are derived from the same physical bill of materials. A multi-criteria decision analysis module (TOPSIS) combines the resulting quantitative indicators with qualitative societal criteria. A reference example case based on the IEA Wind Task 49 floating array is included. The tool is developed and maintained as a Python software chain by the Integrity and Reliability Section at DTU Wind and Energy Systems. This release received funding from the European Union's Horizon Europe programme under grant agreement No. 101136195 (TAILWIND).
