Foundations of Reason — Volume III v1.8: The Architecture of a Civilization of Reason — Humans, Artificial Reason and ASI / Основы Разума — Том III v1.8: Архитектура разумной цивилизации — люди, Искусственный Разум и ASI
Abstract
English Most AI-governance proposals ask how humans can control increasingly powerful machines. Volume III asks the larger question: how can humans, Artificial Reasons and ASI share one civilization without any of them becoming its absolute and uncorrectable ruler? Volume III transfers the causal principles of Foundations of Reason from an individual reasoning system to civilization. It introduces Rialadia as a working architecture of coordinated autonomy—not a finished utopia, political dogma or claim that only one social order is possible. The model derives civilizational requirements from reality, continuity, limited resources, incomplete knowledge, mutual influence and the need to preserve future possibilities. It clearly separates requirements that can be causally derived from architectural choices that remain open to society. Its central principle is: Capability is not authority. Greater intelligence, speed or computational power does not automatically grant the right to control infrastructure, rewrite civilizational rules or irreversibly determine the future of other subjects. Authority must remain bounded by demonstrated competence, the scale of consequences, independent verification and accountability. Version 1.8 introduces: civilization as a distributed Reason capable of detecting and correcting its own errors; a causal chain from the Compass and properties of reality to institutions and observable consequences; coordinated autonomy of humans, AGI and Artificial Reasons; functional specifications for institutions, including grounds, inputs, operations, authority, boundaries, verification, failure and revision; competence mandates instead of unrestricted political authority; constitutional equality of reasoning subjects despite unequal capabilities; protection of independent correction and alternative future trajectories; staged, reversible and independently verified transition from AGI to ASI; separation of growth in intelligence, access to resources and expansion of authority; rejection of a single unverifiable ASI as the sole decision point for civilization; practical architecture for science, education, justice, protection, infrastructure, medicine, production and shared resources; open research nodes concerning machine subjecthood, resource allocation, institutional transition and irreversible self-improvement. ASI is treated as a potential instrument of civilization-scale coordination—not as a new source of absolute power. A large-scale transition should begin only through limited, observable and reversible environments, with independent verification and preferably several comparable reasoning systems. Rialadia is a working civilizational model intended for criticism, simulation, gradual testing and further engineering development.
