Abstract

Part I formulates a variational interface for physical laws under protocol-limited readout. The variational backbone E is treated as a comparison language on configuration space:differences, gradients, and orderings of E carry the operative content, whereas the absolutelevel of E does not. The word “fixed,” applied to E throughout the series, therefore means thatthe same comparison rule is used across stationarity, gradient operation, and time-completionreadings; it does not mean that the numerical value of E is conserved. An admissible readoutprotocol is partial, situated, and selective; finite readout is treated separately under thefinite-capacity status (FC/RF), not as a consequence of the IIP alone. This partiality isencoded by the Internal Invisibility Principle (IIP): a protocol-bound readout induces aretained/unread split, and the unread complement may affect the retained law only throughprotocol-licensed summaries, never as raw data. The IIP-operational primitive is the licensedsummary ruleF = ΣH,P (unread content).Within the declared first-derivative two-sector local representative scope adopted in Part I, thissummary rule is realized by a first-order carrier as F = DI II , and the minimal retained/unreadinterface is the bilinear pairing ⟨IR, F⟩. Unread components in ker DI carry no retainedcomparison content and are treated as quotient/gauge data. The results established hereare structural: quotient descent under summary-only unread dependence, principal-classinvariance under admissible equivalence moves, and compatibility of the three readingsR1/R2/R3 of one fixed comparison structure. Realization and closure claims are deferred tolater Parts under their declared protocol instances and validity gates.
