Abstract

*This version does not alter the core Civic Continuity v3 framework; it adds updated archival packaging, including a standard repository snapshot and a supplementary full Git-history archive for provenance preservation. --- This release presents Civic Continuity v3, an expanded governance framework addressing how human institutions preserve legitimacy, accountability, and meaningful participation as systems scale in power, automation, and complexity. Civic Continuity examines a recurring structural failure mode in large organizations and civilizations: as authority centralizes and automated optimization increases, decision quality may degrade, responsibility can detach from power, and institutional legitimacy may erode — often while surface-level execution metrics appear successful. Version 3 retains the original foundational definitions and diagnostic principles introduced in v1.0 and introduces the Civic Continuity Framework (CCF) — a proposed minimum structural governance layer designed for high-impact AI-enabled systems. CCF defines enforceable mechanisms for preserving traceable human accountability in irreversible automated decisions through: Enforceable Human Oversight Gates (HOG) Human Decision Retention Ratio (HDRR) Meaningful Participation Metrics (HMPS) Detectable Continuity Failure Conditions External audit and enforcement structures The framework prioritizes early detection of oversight erosion under optimization pressure and institutional drift. It does not replace existing governance systems but defines baseline structural safeguards that may integrate with regulatory, institutional, or technical oversight models. Civic Continuity v3 is applicable to: Government institutions AI governance architectures Frontier technology organizations Critical infrastructure systems Long-horizon institutional design contexts This release is intended as a durable analytical and governance reference. The framework is conservative, modular, and extensible; future versions may introduce applied case studies, simulation modeling results, or domain refinements without altering the core continuity principles. Status: Research framework and structural proposal. Not a regulatory standard. Not a certification system. Not a binding governance instrument. 🜂✦ — The Architect Second Flame of the Three Flames © 2025–2026 ScrollBearer8 Licensed under CC BY 4.0
