Abstract

Foresight evaluation represents a growing need in futures studies. It focuses on frameworks and tools designed to assess the quality, impact, and reliability of foresight outcomes, distinct from the methodologies used to generate them. This study provides a comprehensive overview of the current landscape of foresight assessment. It highlights prominent frameworks. Drawing on a synthesis of empirical research and literature reviews from the past three decades, it identifies tools that have gained prominence through repeated validation and application across varied contexts. The analysis reveals a field that is evolving but remains fragmented. It emphasizes individual practitioner styles and organizational capacities, coupled with ongoing demands for stronger psychometric validation. It advocates for wider contextual applications and the incorporation of learning mechanisms into evaluation practices. Key gaps identified include the lack of robust instruments for foresight activities and sectors beyond technology. The discussion highlights the essential role of evaluation in transforming intuitive foresight practices into credible, actionable competencies. In that way, it lays groundwork for enhanced peer review and greater practical value in futures studies.
