Abstract

This document specifies a minimal finite-state control specification for human-operated systems under variable operational load. The specification defines a closed set of control states, an explicit enumeration of all allowed state transitions, a single explicitly forbidden transition, and the formal absence of self-transitions. State labels are nominal identifiers for control states and do not imply psychological, cognitive, behavioral, or experiential interpretation. The specification functions as a structural control abstraction rather than a descriptive or explanatory lifecycle model. It makes no causal, empirical, optimization, performance, behavioral, or domain-specific claims, and does not assert universality or completeness beyond the defined state space. The forbidden transition encodes a declarative structural constraint of the abstraction and does not assert empirical impossibility or causal necessity. This artifact is intended for use as a neutral, citable reference in analyses or designs involving human-operated systems under load, where an explicit and bounded control structure is required without importing behavioral or explanatory assumptions.
