Abstract

CRITICA (Critical-state Response Intelligence for Transformative Institutional Coordination Architecture) was originally conceived as a decision-support AI system for disaster response management. However, its underlying principles are rooted in universal phenomena that transcend specific domains. This paper redefines CRITICA as an emergence support meta-system applicable to any complex adaptive system approaching critical thresholds. Drawing from complexity science—including Per Bak's self-organized criticality, Ilya Prigogine's dissipative structures, and Stuart Kauffman's edge of chaos—we demonstrate that the bifurcation between collapse and emergence at critical points follows domain-independent structural patterns. Keywords: complex adaptive systems, phase transition, emergence, self-organized criticality, disaster management, artificial intelligence, quantum computing, Kardashev Scale
