The Dangote Doctrine: Backward Integration of Human Capital — Strategies for the Concession Holder and the Capital Allocator
Abstract
EXECUTIVE INTELLIGENCE BRIEF This Strategic White Paper argues that the current "Import Model" of mining security in Africa—importing police (MOPOL) or military forces to protect assets—is structurally obsolete. It introduces the "Dangote Doctrine," an industrial philosophy proposing that Mining Concession Holders must "Backward Integrate" their security supply chain just as they would raw materials. Core Strategic Pillars: The Industrial Metaphor: Leveraging Aliko Dangote's backward integration policy (Sugar/Cement) as a blueprint for security architecture. The Tantita Model: Analysis of the "Green Marshal" concept, hiring hostile labor forces to protect assets (patterned after Tantita Security Services in the Niger Delta). Financial Engineering (IAS 38): A technical protocol for capitalizing community engagement costs. By utilizing Community Benefit Agreements (CBAs) with performance clauses, this paper argues that "Social License" expenses can be reclassified from OpEx (CSR) to Capitalized Transaction Costs (Intangible Assets) under IAS 38. Target Audience: Mining Concession Holders, Sovereign Capital Allocators, and ESG Auditors operating in High-Friction Jurisdictions (Sub-Saharan Africa).
