Abstract

Fundamental Information Theory (FIT) derives physical constants from three axioms about distinguishability with zero free parameters. This paper pre-registers four falsifiable predictions prior to experimental results: (1) neutrino mass sum Σm = 59 ± 5 meV, (2) normal hierarchy with m₁ = 0, (3) CP phase δ = -80° ± 10°, (4) Ω_DM/Ω_b = 16/3. These will be tested by JUNO (2026), DESI/Euclid (2027), and DUNE (2028+). Complete Python code included for reproducibility.
