The Glocal Performance-Based Federal Union (GPBFU): A Performance-Weighted Framework for Global Governance
Abstract
Current international institutions allocate political power based on historical precedent, formal equality, or coercive strength rather than measurable performance. This paper proposes the Glocal Performance-Based Federal Union (GPBFU): a novel governance framework in which international voting power is dynamically weighted according to economic productivity, population scale, and a data-driven measure of social legitimacy. By aligning political influence with measurable outcomes rather than ideology or force, GPBFU aims to incentivize competent governance, reduce systemic corruption, and enable peaceful integration of heterogeneous political systems—including authoritarian regimes—through performance-based rewards rather than coercion. This framework is exploratory and intended as a conceptual model rather than an immediately deployable institutional design
