Abstract

Institutional Framework 1.0: Standards for Cultural Record Integrity & Intrinsic Value Governance This report establishes the foundational governance architecture and technical standards for the Council for Cultural Record Integrity (CCRI). Released on January 1, 2026, Framework 1.0 provides a cross-jurisdictional meta-governance layer designed to protect cultural documentation, provenance, and archival continuity against institutional signal capture and metadata decay. Core Components: Cultural Record Reporting Protocol (CRRP): A standardized technical schema for securing authorship integrity and forensic provenance through cryptographic anchoring. Predictive Provenance Index (PPI): A jurisprudential audit methodology grounded in Natural Law (Finnis/Aquinas) to evaluate the "Trust-Weight" and intrinsic value of cultural records independent of market flux. This framework is issued by The Secretariat as an open standard for implementation by artist estates, fiduciary archives, and international heritage consortia. It serves as the primary evidentiary baseline for the mitigation of "Archival Drift" and the preservation of long-term cultural record integrity. Keywords:Cultural Governance, Forensic Provenance, Metadata Integrity, Archival Hardening, Natural Law, Predictive Documentation, CRRP, PPI, Institutional Accountability, Heritage Standards. Indexing & Citation:This document is indexed through the European OpenAIRE research infrastructure. All referential use must cite the Council for Cultural Record Integrity (CCRI) as the primary issuing authority.
