PYTHIA Governance Protocol v1.0 (Protocol for Yielding Timestamped Heuristic Issuance & Attribution)
Abstract
The Protocol for Yielding Timestamped Heuristic Issuance & Attribution (PYTHIA) establishes a juridically legible mechanism for the custodial stewardship of intellectual and cultural assets in contexts where authorship may be withheld, pseudonymous, or distributed. This white paper introduces a governance framework that utilizes the "Stewardship Estate" model, non-testamentary conveyance, and adversarial mechanisms (The Omega Protocol) to protect assets from institutional capture. It relies on FIPS 180-4 compliant SHA-256 cryptographic hashes and public registry references to ensure immutable provenance, operating under the governance of the Council for Cultural Record Integrity (CCRI).
