Human Rights+: The Human Rights+ Framework — Integrating Invisible Harm, Harm Attribution Gaps, and Institutional Harm for Perceptual Justice
Abstract
This paper presents the Human Rights+ (HR+) integrative framework, which unifies the earlier phases of the series — Recognition Failure (Series I), Harm Attribution Gap Theory (Series II), and Closing Invisible Harm (Series III) — into a cohesive model for perceptual and institutional justice. It proposes a triadic structure linking Invisible Harm, Harm Attribution Gaps, and Institutional Harm to explain how unseen injury persists within legal, bureaucratic, and digital systems. Drawing from theories of structural violence, epistemic injustice, and ethics of algorithmic governance, the paper argues for perceptual justice as a necessary foundation for effective rights protection and reflexive policy reform.
