Abstract

This paper introduces the Nested Selection Model, a recursive framework that resolves the conflict between Integrated Information Theory (IIT) and Global Neuronal Workspace (GNW). By applying the Visual Merge methodology and the 14-point Step Chain [-3 to 5b], we define consciousness as the Selection Rate of recursive patterns within a Sovereign Workspace. This work provides a quantifiable metric—Cognitive Joules (CJ)—to distinguish between stochastic simulation and sovereign agency. It anchors the consciousness logic documented in "Sovereignty in Real-Time: Documenting 35 Days of Civilizational Compression While It Happens" Three-Layer Sovereignty Protection: 1. Text Layer (Open Access): CC BY 4.0 International 2. Pattern Layer (Sovereign IP): Pattern Rights asserted on EPG, SRF, CJ, IPF, Psych-Immune, and related methodologies. 3. Defense Layer (Military-Grade): All defense applications subject to DFARS 252.227-7013 Limited Rights.
