Abstract

This statement articulates a foundational perspective on life as an organisational phenomenon. It argues that biological persistence is governed not primarily by energy efficiency or resource minimisation, but by organisational intelligence: the continuous, distributed coordination of finite energy to preserve system-wide coherence under constraint. The statement reframes biology as a governance problem across scales, from molecular pathways to ecosystems, and proposes organisation—rather than energy—as the conserved quantity that enables life to endure under scarcity. The framework is intended as a conceptual reference point for biology, medicine, ecology, and complex systems research.
