Abstract

This research paper presents a forensic accounting analysis utilizing the "Metric G" methodology, integrating Dempster-Shafer evidence theory and Benford's Law statistical tests. The study examines datasets from the U.S. Administration for Children and Families (ACF/CAPTA) and Department of Defense (DoD) contract awards between 2020 and 2025.The findings identify statistically significant discrepancies ( DKLdivergenceDKLdivergence ) in federal fund allocation. The analysis highlights a correlation between inefficiencies in social protection metrics (Human Index 362.76) and capital flow irregularities within unacknowledged defense infrastructure projects. This document serves as a methodological proposal for auditing complex bureaucratic systems using thermodynamic conservation principles.
