Abstract

A philosophical-intelligence study analyzing the evolution of global and regional threats through non-kinetic strategies. The research examines how armed groups, insurgencies, and extremist networks adapt through political and media facades, rebrand themselves, and recycle conflict while presenting as negotiation partners. It emphasizes that peace cannot be achieved merely by changing labels or rhetoric; it requires dismantling the underlying networks and securing strong central decision-making authority. This study provides a comprehensive mapping of key armed groups, their local and regional dynamics, and lessons from past negotiations with some networks. It identifies Saudi national security, particularly the leadership of His Royal Highness Crown Prince Mohammed bin Salman bin Abdulaziz Al Saud, as central to any future Arab peace initiative. The study is a strategic warning: silence or misreading the threat empowers adversaries in ways that force alone cannot prevent.
