A Nova Fronteira da NR-1: Gestão de Riscos Psicossociais e a Governança Corporativa de SST
Abstract
This report provides an in-depth structural analysis of the recent update of Brazil’s Regulatory Standard No. 1 (NR-1), established by Ordinance MTE No. 1,419/2024, with specific focus on the mandatory inclusion of psychosocial risk factors within the Occupational Risk Management (GRO) framework and the Occupational Risk Management Program (PGR). The study examines the regulatory, methodological, and legal implications of this shift, positioning NR-1 within international best practices such as ISO 45003 and contemporary ESG (Environmental, Social and Governance) frameworks. It explores how psychosocial risks transition from subjective organizational concerns to auditable occupational hazards, emphasizing work organization, leadership models, ergonomic assessment (AEP/AET), and governance maturity. Through qualitative analysis of regulatory texts, jurisprudence from Brazilian labor courts, and guidance from institutions such as the MTE, ILO, WHO, and the Public Labor Prosecutor’s Office (MPT), the report highlights emerging liabilities related to organizational harassment, mental health–related occupational diseases, and corporate accountability. The document is intended for researchers, safety and health professionals, compliance officers, legal practitioners, executives, and policymakers seeking a structured, evidence-based perspective on psychosocial risk management, corporate governance, and sustainable organizational performance in complex operational environments. This publication is provided for academic, professional, and institutional discussion purposes and does not constitute legal advice.
