Abstract

Many contemporary conflicts persist not because populations are inherently hostile, nor becausereligion is uniquely violence-producing, but because authoritarian systems cannot survive internalaccountability. When governance failures (corruption, institutional decay, low educational capacity, suppressed speech) threaten regime legitimacy, leaders externalize blame by constructing a phantomenemy.
