Boundary Statement on Interpretive Authority Under Regulatory Load
Abstract
This document is a closed, preventative boundary statement identifying conditions under which interpretation of behaviour, engagement, compliance, withdrawal, or refusal produces systematic distortion due to regulatory load. It does not present a theory, model, intervention, or framework for action. Its sole function is to mark the limits of interpretive validity where regulatory demand exceeds baseline stabilisation capacity. The statement applies at the system level and is not confined to any specific sector, population, institution, or domain. It does not prescribe practices, policies, metrics, or responses, and is not intended to be operationalised or extended. This work forms part of the Irwin corpus and is published as a standalone boundary artefact. This work is subject to the Irwin Canonical Corpus Freeze Declaration (2026)
