Abstract

This book examines counterintelligence as an institutional component of state migration policy and internal security governance. The study focuses on the relationship between population mobility, state sovereignty, and mechanisms of protection against strategic, political, and institutional risks arising in the context of large-scale migration processes. The work analyzes migration not only as a social or demographic phenomenon, but as a domain of public administration directly affecting national security, legal order, and the stability of state institutions. Particular attention is devoted to the role of counterintelligence in identifying and mitigating risks associated with illegal migration, misuse of asylum procedures, foreign influence operations, and the instrumentalization of migration flows. The analysis is based on an institutional and legal approach, examining the interaction between migration authorities, security services, and decision-making bodies within the framework of state governance. The book emphasizes the importance of coordination, legal regulation, and analytical capacity in ensuring that migration management does not undermine constitutional principles while remaining compatible with state security requirements.
