Compute Sovereign Debt Series (Part II)
Abstract
Abstract This paper proposes and demonstrates that, in the inaugural year of the AGI (Artificial General Intelligence) explosion, the underlying logic of global finance is undergoing a paradigm shift from "tokenized consensus" to a "sovereign computing power standard." Through an empirical analysis of Japan's fiscal year 2026 budget of 122.3 trillion yen—whose core pillar is the 50% surge in the Ministry of Economy, Trade and Industry (METI) budget for AI and semiconductors—this paper reveals that sovereign credit is undergoing an "emergency reallocation" from fiat ledger entries to a physical computing power foundation. The study further defines the new social contract of "intellectual redemption" through the cases of "child investment accounts anchored in computing power assets" proposed in the United States and Taiwan, arguing that its essence is to prevent societal growing pains triggered by the AGI shock, rather than intergenerational wealth management in the traditional sense. Finally, drawing on the physical iron law of energy density and the productivity loop model, the paper systematically pronounces the logical death sentence on gold, Bitcoin, and bank-driven RWA (Real World Asset tokenization): the former degenerates into "civilization's ashes" due to its lack of logical increment and productivity empowerment; the latter becomes mere "ownerless dead code" in the face of computing power sovereignty due to its absence of physical defensive capacity. The paper concludes that, beginning in 2026, the credit formula has been thoroughly reconstructed as: Credit = Computing Power × Energy × Violence.
