Restoring the Carpathian Coherence An Ecological Homeostasis Framework for the Pannonian Hyperplain
Abstract
The Pannonian Basin—Europe's largest hyperplain—faces acceleratinglandscape degradation driven by the disruption of vegetation-mediatedhydrological balance. This white paper applies the Homeostatic AdaptiveTeaming Intelligence (HATI) methodology to analyse the basin's climatevulnerability and propose a restoration framework. We identify threeintervention mechanisms: (1) vegetation-hydrology coupling through nativespecies reintegration, (2) saline-sink dynamics via "botanical architecture,"and (3) transboundary governance aligned through food security agreements. The framework explicitly positions the absence of comprehensive monitoringdata not as a limitation but as the central problem requiring immediate action. We present a phased implementation pathway, success metrics, andeconomic analysis demonstrating that restoration investment costsapproximately €2,000-4,000 per hectare while preventing productivity lossesof €500-1,500 per hectare annually. Climate change projections indicate anarrowing window for effective intervention. The HATI evaluation scores thisframework at 83/100, approving it for publication and pilot implementation.
