VAGE as a Readiness Framework for Political Systems
Abstract
olitical systems are frequently evaluated through outcomes such as electoral performance, policy implementation, and public approval. When outcomes diverge from intent, explanations often focus on leadership, political will, or execution failure. While these explanations hold descriptive value, they frequently emerge after systemic constraints have already shaped outcomes. This paper explores whether VAGE (Value, Architecture, Governance, Ecosystem)—a system-readiness framework originally developed for organizational analysis—can be meaningfully applied to political systems, with particular reference to India’s democratic structure. Rather than functioning as a political strategy, ideological model, or reform agenda, VAGE is positioned as an observational and diagnostic lens that examines structural readiness prior to action.
