V69-Full: Continuous Integration from Galaxy Scale to BH Vicinity via ν
Abstract
This paper connects existing pieces into a single observable phase map. The update rate ν := dτeff/dt serves as a unified variable describing: (1) timing noise scaling as Var(Δt) ∝ 1/ν⁴ (V69A, temporal sector); (2) galaxy rotation curves and lensing via ∂r ln ν gradients (V69B, spatial sector); and (3) non-Gaussian statistics near black holes from time×space coupling (V69C, extreme sector). The unified ν-map shows these three phenomena as projections of a single phase diagram, with local null-test zones (solar system, wide binaries) where ∂r ln ν ≈ 0 and no anomalies are predicted. This structure-adaptive framework naturally explains why "dark matter effects" appear at galactic scales but not in stellar-scale systems—a distinction that MOND's universal threshold a₀ cannot make.
