V70: The ν-Framework under Observational Stress Tests — Consistency, Quantification, and Failure Boundaries
Abstract
We present the integrated V70 framework, consolidating three complementary analyses (V70A–C) into a single observational stress test of the ν-framework. Rather than fitting data or introducing new dynamics, this work places existing astronomical observations onto a unified ν-map and determines where the framework remains applicable, marginal, or undefined. We show that galaxy-scale systems occupy a coherent region of the ν-map, while stellar and Solar System tests lie outside the declared scope. Crucially, the framework explicitly delineates its own failure boundaries, demonstrating that self-limitation enhances, rather than weakens, consistency with observations. This work does not propose a new force law or modify gravity; it provides a structured observational framework to identify where rate-based descriptions are meaningful and where they are not.
