Abstract

[Abstract] This technical white paper serves as the implementation guide and architectural specification for the theoretical concepts introduced in the CRITICA Vision Paper (DOI: 10.5281/zenodo.18109948). It details the complete system architecture for CRITICA (Critical-state Response Intelligence for Transformative Institutional Coordination Architecture), a governance intelligence system designed to operationalize the "Coordination Framework for Operational Agencies" (Murota Model) in digital space. This document bridges the gap between the "Organic/Fractal Field Coordination" (Hikita Model) observed in Japanese disaster response and executable software logic. Key Innovations & Technical Specifications: Dual-Phase Governance Intelligence: The system exhibits distinct physical behaviors between peacetime and emergency phases. Peacetime (MRI Mode): Eliminates Natural Language Processing (NLP) entirely. It diagnoses organizational structural vulnerabilities using only graph theory (network topology, latency, asymmetry). Emergency (Surgical Navigator Mode): Activates content analysis and RAG-constrained support only when the Critical State (Ω ≥ 70) is reached AND explicit Human Commander authorization (2-step activation) is granted. Dynamic Privacy Governor: Implementing the ethical principle "In peacetime, we do not look. In crisis, we save" as a physical "Data Sluice Gate" rather than a policy layer. In peacetime, content data is nullified at the ingestion stage, creating a mathematical guarantee against privacy intrusion ("Structure Is the Policy"). This architecture ensures compliance with GDPR Art. 6(1)(d) and APPI Art. 23 (Vital Interests). Emergence Learning Loop (ELL): A new reinforcement learning paradigm where instances of human judgment overriding AI predictions to achieve superior outcomes are classified as "Emergence" rather than "Error". The AI functions not as a commander but as a "Midwife for Emergence," suggesting intervention points based on structural criticality. Significance of the Archive: This document defines the "missing link" in disaster informatics as of 2026: a method to quantify Japanese "culture" as replicable "structure". It provides the mathematical models for criticality assessment and the legal logic for privacy release, serving as a blueprint for future resilient governance systems. [v3.4 Update: AI Contracts & 8-Layer Architecture] Version 3.4 introduces a fundamental architectural expansion to ensure AI safety and alignment: 8-Layer Architecture: The system stack has been upgraded from 7 to 8 layers, integrating a dedicated "AI Interface Layer" between the core logic and the AI model. AI Contracts & Hard Constraints: To prevent AI misalignment, v3.4 enforces strict "Input/Output Contracts" and code-level "Hard Constraints". These physically prevent the AI from issuing commands, generating fabricated entities, or accessing content during peacetime, ensuring the AI remains a "Staff Officer" and never becomes a "Commander" regardless of its internal logic evolution.
