Abstract

[Abstract] This is the Version 1.0 release of the Technical White Paper for CRITICA (Critical-state Response Intelligence for Transformative Institutional Coordination Architecture). This document presents the initial architectural specification designed to operationalize the "Coordination Framework for Operational Agencies" (Murota Model) in digital space. It defines the system logic that translates the "Organic/Fractal Field Coordination" (Hikita Model) observed in Japanese disaster response into an executable governance intelligence system. Key Innovations & Technical Specifications: Dual-Phase Governance Intelligence: The system defines a novel operational architecture that functions as an "MRI for Organizational Structure" during peacetime (continuously diagnosing structural vulnerabilities via metadata) and transforms into an "Emergency Surgical Navigator" during crises (enabling content analysis for life-saving support). Dynamic Privacy Governor: Introduces the architectural mechanism of a "Data Sluice Gate" that creates a physical separation between peacetime monitoring and emergency response. This implements the core philosophy: "Structure Is the Policy. Privacy by Design. Rescue by Consent." Structure, Not Culture: Challenging the view that resilience is purely cultural, this specification quantifies disaster response as a replicable graph-theoretic structure, making Japanese "field coordination" applicable to global contexts. Emergence Learning Loop (ELL): Establishes a reinforcement learning paradigm where the AI acts as a "Midwife for Emergence," learning from human overrides that successfully manage critical states rather than treating them as errors. Significance of the Archive: This document serves as the foundational architectural definition for the CRITICA system (January 2026). It details the Seven-Layer Architecture and the specific mathematical models for criticality assessment (Ω index) that underpin the system's ability to balance privacy protection with emergency efficacy. Keywords: Disaster Governance, Dual-Phase Privacy, Organizational MRI, Dynamic Privacy Governor, Emergence Learning Loop (ELL), Hikita Model, Murota Model, Privacy by Design, Rescue by Consent.
