Abstract

This document specifies the Policy-Centric Processor (PCP), a processor architecture that treats access policy as a first-class architectural primitive. The specification abandons speculative execution, fault-based memory protection, and page-based virtual memory in favor of deterministic, preventive policy enforcement and symmetric memory sharding. The document defines architectural axioms, formal operational semantics, safety and non-interference invariants, reference implementation sketches, and conformance requirements. This work is intended as a foundational architecture specification and does not target any specific implementation, benchmark, or fabrication process.
