Abstract

Enterprise autonomy is becoming an operational reality: general systems now draft policies, coordinate work, use tools, and trigger real state changes. In this regime, intelligence is not the scarce resource. The scarce resource is legitimacy bandwidth — the ability to deploy autonomy at scale while remaining defensible under contest, drift, and institutional scrutiny. This paper frames “wisdom as strategy” as the infrastructure that converts autonomy from impressive capability into signable, durable power. The paper distinguishes two complementary formalisms. First, the archetype W = I^C expresses the compounding relationship between intelligence and consciousness: intelligence expands what an actor or institution can execute, while consciousness is constraint-bearing awareness that keeps action tethered to authority, scope, uncertainty honesty, irreversibility recognition, and binding accountability. The exponent form captures a practical asymmetry: as intelligence rises, outcomes compound only to the extent consciousness keeps pace; otherwise intelligence compounds indefensible action chains. Second, the paper proposes an organizational equation, W_org = A · ∑ᵢ( C_cap(i) · W(i) ), which treats wisdom as a network property of socio-technical systems rather than an individual trait. It separates institutional admissibility (the quality of the legitimacy system) from the capacity-weighted contributions of each actor (human and machine), making explicit how operational reach amplifies the impact of local wisdom or local failure.Building on these definitions, the paper specifies an operating system for enterprise agents: permissioned corridors, runtime gates near irreversibility, receipts by default, binding contestability, blast-radius bounding and reversibility budgets, and disciplined evolution that cannot be optimized away. It connects these mechanisms to the Plateau Economy: as capability scales, selection pressure shifts toward evidence throughput and signability, rewarding institutions that can generate dispute-grade receipts at runtime and obey binding remedies. The result is a deployable strategic thesis: wisdom becomes a moat when it lowers the long-run cost of autonomy under contest and preserves continuity across change.
