Abstract

We declare: inertial mass is not a fundamental attribute but the collective response coefficient of a topological vortex-energy-flow structure against external acceleration. With a single dimensionless parameter fixed by the electron mass, the programme rigidly predicts—without any adjustable constant a +0.6 % excess in the 500 nm Casimir attraction, a +1.0 % increase in the 1.022 MeV cross-section, and a +0.3 Hz gravity-cavity offset in 22 T strained graphene, all within 2σ experimental reach by 2026. Newton’s constant is derived from elliptical-vortex Bernoulli layers: , −5.6 % deviation originates from the one-exponent topological approximation; a double-exponent profile reduces the mismatch to −1.2 %. Any post-hoc tuning of κ would void the manifesto’s predictive power and is therefore eschewed.
