Abstract

This note records Court M, a conditional admissibility theorem for reading inertial mass in the R^8 Bank-Leaf framework. Matter is treated as a regulated Hopf-type topological relaxation defect inside an EFT-valid domain, not as an absolutely protected UV object. The Leaf-visible rest energy is defined as the sheet-even readout of a Z48-lifted Bank energy ledger, plus explicitly admissible hidden-sheet corrections. If the translational collective coordinate of the defect is governed, to quadratic order in velocity, by a Lorentz-type effective action with matter cone c_M and no independent quadratic kinetic counterterm, then m_knot,Leaf = S_knot[Pi_{chi,+}^Leaf E_tilde_knot,Bank + Delta E_{chi+}^{hid}] / c_M^2. If the projection-cost lane is separately assumed for the matter channel, c_M^2 = Z_x/(2 epsilon Z_t), giving m = (2 epsilon Z_t / Z_x) E_0,Leaf. The result is not a numerical derivation of measured masses, Yukawa couplings, measured c, G_N, physical CPT/parity, or a second value of hbar. Simulation entries included here are prior diagnostic ledgers from the source notes, not new evidence for Court M. This companion note extracts falsifiable selection rules from the Court U/M route of the R^8 Bank--Leaf framework. Court U supplies the algebraic readout rule: unconditional Leaf observables retain the sheet-even component of a Z48-lifted Bank datum and erase bare sheet-odd linear contributions. Court M transfers the same rule to a regulated defect-energy ledger: if a localized matter defect has a translational collective coordinate governed by a projected matter kinetic cone c_M, then its inertial coefficient is the sheet-even Leaf-visible rest energy divided by c_M^2, up to explicitly controlled kinetic counterterms. The note formulates four testable rules: no bare odd-linear portal, quadratic/even onset for unconditional hidden-sector shifts, no unscreened infrared portal, and kinetic-cone lock for defect inertia. External examples from scalar-singlet Higgs portals, screened scalar fifth-force models, and topological-soliton collective-coordinate methods are used only as phenomenological orientation, not as evidence for R^8. No numerical mass spectrum, measured coupling, measured speed of light, Standard Model derivation, G_N theorem, physical CPT/parity theorem, or second value of hbar is claimed.
