Abstract

subsection{Definition: The Local Informational Relaxation Time} In the TGIU framework, the \emph{local informational relaxation time} $\tau_{\mathrm{loc}}$ defines the maximum duration during which a system’s Curvature State Transform (CST) loop can preserve informational coherence in the absence of active TEF (TGIU Equilibrium Force) flux. It represents the upper bound of temporal continuity for an informational identity before the phase coherence between $\Phi$ and $S$ collapses irreversibly. The general definition follows the local relaxation equation of the collapse angle: \begin{equation} \frac{d\Theta_C}{dt} = -\lambda_{\mathrm{TEF,loc}}\,(\Theta_C - \Theta_{\mathrm{eq}}), \label{eq:tef_relax} \end{equation} which integrates to \begin{equation} \tau_{\mathrm{loc}} = \lambda_{\mathrm{TEF,loc}}^{-1}. \label{eq:tau_loc_def} \end{equation} \subsection{Link Between Local and Cosmic Relaxation Scales}
