Greece's AI Action Plan 2025-2035: A Roadmap for Digital Transformation
Abstract
This paper presents a comprehensive action plan for Greece's digital transformation through Artificial Intelligence for the period 2025-2035. Drawing on the European Recovery and Resilience Facility (RRF) investments and the EU AI Act framework, the roadmap addresses three critical pillars: reforming public administration, transforming key industrial sectors, and establishing ethical and regulatory foundations. The first pillar examines Greece's progress in e-government, including the gov.gr platform serving 8.3 million citizens and the mAigov AI assistant, while proposing measures for process automation, digital justice, and open data initiatives. The second pillar outlines strategies for industrial transformation in agriculture (precision farming), shipping (smart ports and optimal navigation), and manufacturing (Industry 4.0 and digital twins). The third pillar addresses the implementation of the EU AI Act in Greece, proposing an "AI Guide for Greece," regulatory sandboxes, strengthened ethics committees, and environmental sustainability measures for data centers. The paper concludes that Greece's success in the AI transition depends not only on technological adoption but on building a social contract founded on citizen trust, rights protection, sustainability, and equal access. This action plan provides a practical framework for policymakers, businesses, and civil society to collaborate in transforming Greece into a competitive digital economy.
