Responsibility-Anchored Intelligence
Abstract
Responsibility-Anchored Intelligence (RAI) defines a new class of intelligent systems in which responsibility for action, decision, and consequence is explicitly and permanently anchored to a human actor. Unlike traditional AI paradigms that prioritize autonomy, optimization, or performance, RAI introduces a structural constraint: intelligence may inform, reflect, analyze, and expose consequences — but it cannot act, decide, or substitute human agency. This publication establishes RAI as a safety standard, not an ethical guideline. It formalizes responsibility anchoring as a non-delegable architectural property, independent of model capability, scale, or intelligence level. RAI systems are designed to reduce systemic risk, prevent responsibility drift, and preserve human accountability in high-impact decision environments. The document intentionally avoids implementation details and mechanisms. It defines ontological boundaries, not operational recipes.
