POLITICAL–ENVIRONMENTAL RETALIATION, CRIMINALIZATION OF AN ENTREPRENEUR, AND TRANSNATIONAL ASSET STRIPPING: THE CASE OF OLEG MITVOL AS A MODEL OF ABUSE OF CRIMINAL JUSTICE AND INDICATORS OF AN ORGANIZED SCHEME (PRELIMINARY RICO-ORIENTED ASSESSMENT)
Abstract
This report presents a preliminary analytical assessment of the case of Oleg Mitvol as a complex political-economic conflict involving alleged abuse of criminal justice mechanisms, economic asset redistribution, and subsequent transnational theft of assets. Prepared by Observatoire ARGA, the report examines the linkage between environmental advocacy following the 2020 Norilsk diesel spill, criminal prosecution and isolation of the individual, loss and redistribution of major infrastructure contracts, and organized cross-border fraud involving forged powers of attorney, banking channels in the UAE, and cryptocurrency infrastructure (AWX/AWEX). The document does not assert criminal liability but structures a verifiable evidentiary record and identifies indicators potentially relevant for international review, including a preliminary RICO-oriented assessment for competent U.S. authorities, subject to confirmation of jurisdictional nexuses.
