Strategic-Tactical Bridge Framework: Bridging the Gap Between Enterprise Strategy and Engineering Execution
Abstract
Enterprise Architecture (EA) frequently encounters a critical execution gap where long-term strategic vision fails to translate into immediate tactical action. This disconnect, characterized by misaligned time horizons, conflicting priorities, and divergent vocabularies, results in fragmented execution and organizational resistance. This paper introduces the Strategic-Tactical Bridge Framework (STBF), a structured five-layer model designed to operationalize strategy through a distinct "Bridge Horizon" planning layer spanning 6 to 18 months. By explicitly connecting the "Strategic Horizon" of EA with the "Tactical Anchor" of engineering teams, the STBF provides a repeatable mechanism for cognitive alignment and iterative capability building. We demonstrate the framework's application across GitOps maturity and AIOps rollout, showing how it promotes engagement and accelerates strategic adoption while adhering to principles of Minimum Viable Bureaucracy. Unlike existing frameworks that focus on portfolio planning, product-specific goal hierarchies, or large-scale agile ceremonies, STBF provides a lightweight, conversation-centric mechanism specifically designed for EA practitioners bridging to engineering teams.
