Descriptive Inoperability Statement — On the Inhibition of Harm-Producing System Functions
Abstract
This document identifies conditions under which otherwise functional systems become structurally unreliable and produce predictable downstream harm through continued operation. It is descriptive, non-prescriptive, non-canonical, and non-extending.It does not propose reform, intervention, governance, or corrective action. Its sole function is to mark points at which normal system outputs can no longer be assumed to be reliable without increasing cost. This work is subject to the Irwin Canonical Corpus Freeze Declaration (2026). Recognition of inoperability is sufficient; no further holding, vigilance, or response is required.
