The Bilbao–Beijing Manifesto is a civil and political document proposing a sovereign and autonomous Europe, together with a new Euro–Asian partnership grounded in international law, strategic balance, and long-term responsibility. This Manifesto does not represent a governmental position, nor an ideological declaration. It is a structural proposal for a multipolar, post-hegemonic world, based on defensive security, economic cooperation, scientific and technological collaboration, and mutual respect between civilizations. The document is published to encourage public reading, critical reflection, and open debate on Europe’s strategic future and its role in a rebalanced global order.
