Abstract

Contemporary information science creates a divide between "information" (Shannon entropy) and "meaning" (semantic context). While Large Language Models (LLMs) have achieved statistical plausibility in text generation, they fundamentally lack a verifiable internal structure, relying on "Reverse Inference" from surface expressions to estimate deep intent. This structural deficit results in inevitable hallucinations and semantic asynchrony. This paper proposes the Cognitive Operating System (Cognitive OS), a theoretical framework that redefines cognition not as information processing, but as the directionalgeneration of structure. By introducing Dynamic Set Theory and a four-layer architecture (OS, Assumption, Concept, Expression), I provide a mathematical model for how meaning is rendered. Furthermore, I analyze cognitive errors (pathology) and "Layer Leaps" (Kando) as thermodynamic phenomena within this system. This framework offers a unified foundation for synchronizing artificial and human intelligence at the kernel level. --- Version note:This updated version includes revisions to Chapter 5 and synchronized updates to the Abstract and Section 6.2 for conceptual consistency.
